Right click where the toolbar is and select manage toolbars. If that doesn't work, then completely (COMPLETELY) uninstall IE and reinstall it.
Cheers mates.
References :
I'm a computer engineer :D

First thing to check is that you are using the 32-bit version of IE 9 and NOT the 64-bit version. The Yahoo! Toolbar only works with the 32-bit version. This should be the default when you launch IE, but check the "About Internet Explorer" to be sure (click the white gear, upper right corner, then click "About Internet Explorer"). If you see 64-bit Edition on the version line you're using the 64-bit version; if you see only the version number then you are using the 32-bit version.

There's also a chance that your browser is in full screen mode. You can tell if it is by moving the pointer to the top of the screen. If you are in full screen mode, moving the pointer to the top edge of the screen will "un-hide" menu bars. The Yahoo! Toolbar will NOT be displayed in full screen mode. Press the F11 key to switch between full screen and normal mode to see if that makes it visible.

Press the Alt-V key sequence, then click on Toolbars to see if the Yahoo! Toolbar is turned off for some reason. If it is, simply click on it in the Toolbars menu to turn it back on.

If all else fails, make sure you are using the 32-bit IE 9 and go to http://toolbar.yahoo.com and click on Download Now or Reinstall Toolbar to attempt a fresh install.

Good luck,

Just put the websites in your favourites. Toolbars are renowned for helping virus's and trojans infiltrate your computer. if you REALLY need one, then make sure you have kick ass protection and download it off the google website.
References :
I'm a technician

Search for the download, then make sure it is for the browser you are using. Simply download and install, then you're good to go.

An example? Here is Google's toolbar available for Internet explorer and firefox (Chrome has all toolbars already built into the address field)

Restarting your computer always helps. then go to Google and type in Google search bar. I've always just downloaded it from there, because for some reason I can never find it in Add-ons. I believe this is the website, but double check, because my internet is crap and wouldn't let me actually load it to make sure. http://toolbar.google.com/ Hope it helps! I know I can't live without the search bar there.
