how does a website close my internet explorer window and open its own window which has no IE toolbar?

Maybe you have malware, download malwarebytes, update and do a quick scan folled by a full scan.

    Definently sounds like you have some malware. Your best bet is to run your anti-virus software, and then follow the instructions here to repair/reinstall IE.
