How do keep my Internet Explorer toolbar from changing?

I recently downloaded IE7 but didn’t like so i removed it and went back to IE6. However, when i close it or open a new page, it keeps going back to the full toolbar. Is there a way i can keep it from doing that?

Click tools, toolbars, lock toolbars.
