My toolbar on internet explorer and on the start toolbar won’t show unless I slide my mouse over it..?

Basically… The toolbar at the bottom of the screen with the START menu and the time won’t show unless I slide my mouse over it. It’s in hidden mode, and so is the internet toolbar for explorer. How do I get both of them off hidden mode?

..I have a toshiba notebook, if it changes anything..

For IE, press F11. For the taskbar (the bottom of the screen), right-click it, choose Properties. Find the Autohide box and uncheck it.
