How do I restore a functioning toolbar to an archive I am writing?

The electricity stopped for one second, as I was working. When electricity came back, the tool bar had lost it colour and did not function. I cannot use "Cut" or "Paste" Can some kind person please advise in simple steps how to restore a functioning toolbar?

If you tell us what program this is happening to, someone might be able to help. As it is, "toolbar" and "archive" together throw me for a loop.
