Why do toolbars keep your search history even if you clear your internet history?

Even if you clear history toolbars (like google) will save it, so whats the point of clearing it if its saved elsewhere? Newly installed toolbars will even pick up old supposidly cleared searches, how is this possible?

You have to clear the history and the catche which is your tool bar search you can manually clear the toolbars as well
